I guess he could be lower. 90% is kind of just standard for me, though I've entertained the idea of Gohan actually not being that much stronger than Goku before as well. (Like stronger obviously, but not multi-folds.)

As for Boo, he could be higher but I prefer to give Goku a noticeable gap because 1) Fat Boo (presumably) wasn't sensed from the Kaioshin realm, and 2) Goku with his excessive strain thought that he could defeat Boo with his infinite stamina. It's arbitrary, but I think that would at least warrant a ~1.2x gap.

I think when Goku wondered if Gohan would be able to beat Fat Boo he was only referring to his SSJ power. So, I have SSJ Gohan (post Z) fairly close to Fat Boo.
