Well, he's never actually "seen" Vegett before, either. This is like Super Beby 1 vs Vegett; Gokuu says that Beby has the biggest Ki he's ever felt, but he's never felt Vegett and for what it's worth, the Perfect File calls Vegett as strong as SS4.

Rage Vegeeta is as strong as base Vegett at the very most, imo.
