Goku isn't at full power as an SSB all the time. The form is mainly about Ki contol, so it's more useful in terms of alternating his power than the other forms of SSJ. This is why he used it to test Kuririn and #17, as well as only said he was going to "bring out more power" against Kale, rather than use his full power. Pretty simple, really.
