Most people woudl say the title goes to 17... He had plenty of tricks up his sleeve (Specially against Damon and Anime Anilaza) and was there right up until the end. But just take a look at how OP Freeza was in the manga:

~ On his own, Freeza had 7 eliminations: Frost, the whole Trio De Dangers (Saving Gohan and arguably Piccolo in the process) and finished off Jiren (The strongest) along with Goku (Finally getting his revenge) and himself.

~ He's indirectly responsible for Frost (9), Kale (14) and Kefla (7)'s wins as well. I'm not sure who's to blame for Toppo and Dyspo falling off the arena if anyone at all, but I think Freeza can at least be partially credited. All that sums up to 39 eliminations, directly or indirectly caused by him. That's almost half the eliminations of the fucking tournament!

~ Going into specifics, that makes him responsible for almost everything to some degree. Almost two full universes had his involvement in their erasure: All of U9 was him and Frost, all of U11 was him or Kefla minus Kahseral who was Roshi's W. Him going after Caulifla plays the same role as Goku vs Jiren (Round 1) in the anime, putting into gear the meat of the plot. He made Kale go berserk and finish off 4 universes before being forced to fuse.

~ And there's the finale. He went face to face with Jiren and tried buying time (Possibly even sacrificing himself) before ending up with 17. And then there's the actual strategy of the finale, which was all 17 in the anime but is probably a 50/50 idea between the two here. He actually sacrifices his wish here to defeat Jiren!

He eliminated Toppo and Dyspo, albeit after they were weakened enough to become fodder :troll
