Frieza never killed off the saiyans?

In the scenario Beerus never orders frieza to kill the saiyans and frieza doesnt take take the super saiyan legend seriously enough to do anything about it. What changes?

Taking the anime into account (as there isn't anything better when it comes to his character motivations), King Vegeta would still attack Freeza to secure his son as his decision had nothing to do with Freeza's feelings towards the Saiyans, with the King dying. Assuming we must stick to Freeza still not killing off the Saiyans as a reaction, he'd instead decide to take full control of their species and planet with them continuing to loyally conquer worlds for him, though be used conservatively as to not grow too strong. Raditz never gets put in a situation where he has an excuse to go get his brother, so the Saiyans arriving on Earth never happens. #17 and #18 are still created and defeat the Dragon Team, but without any warrior capable of standing up to them with Gohan not being raised a fighter in this timeline Bulma goes back in time herself and makes sure the Dragon Team find Gero's lab and kill him (which would be easier to accomplish without Vegeta's presence) before taking the remote control to use on her timeline's #17 and #18. In both timelines though, the group wouldn't be prepared for both the Cell that had travelled back to the present timeline and that of Bulma's timeline, who would both easily defeat their enemies but not go off into space when unable to become perfect due to lacking Freeza's cells. Even if he were to encounter Freeza, it's unlikely he'd win with how vastly inferior the cells and data he'd have would be without the events of the Saiyan Arc or Freeza and Cold arriving on Earth.

In short, Freeza's reign goes unopposed unless Beerus decides to kill him out of annoyance or he has a run in with Dabura, or if the Saiyans form a coup with Broly as the lynchpin if the Freeza Force still explore Vampa.

Moro stays in prison due to Cranberry not leaving the Freeza Force and Granolah probably doesn't get in the situation to learn about the DBs with Freeza's control of the universe being far tighter than in Super, particularly with Cereal having no independence with Freeza never dying.
