Unnecessary bloat, especially considering #17 seemed certain SSJ Trunks, SSJ Vegeta and Piccolo would take down #18, implying the gap between the SSJs and #18 would be less than that between Vegeta and his estimations of 2nd form Freeza.

I used to. I don't think it's necessary anymore since I think the Nameless Namek being able to take on Nappa/Vegeta and Freeza would be because of his potential (i.e; if he had stayed whole and trained like he did for the Saiyans and on Kaio's rather than doing that training while split and fusing afterwards). I think it makes more sense that way than to assume they're just talking about Piccolo w/ the Kami boost since we know that wouldn't have helped him against Nappa or Vegeta.

Yeah, but there is also Piccolo being confident about saving Gohan from 1st Form Freeza.

That was after his fusion with Kami though, which seemed to change his personality quite a bit judging through how he acts in many instances of the Boo Arc (eg. Gotenks VS Boo).

Not to mention the context of both situations is quite different. Against Cell Piccolo admitedly was no match for him, but would rather die than sit there and see Gohan get killed. Against Freeza Piccolo remains calm and collected, never showing any doubts about his chances of killing Freeza until Nails tells him so.

Why doesn't anyone use a consistent potara/dance boost?

Dance's boost seems to have increased post RoSaT for Goten and Trunks seeing as Piccolo notices little development from the kids but is goashing at base Gotenks' power, implying the individual Gotenks increased his strength, while Goten and Trunks... Not so much.

As for Gogeta, maybe people give him a sizeable rival boost due to Elder Kaioshin's comments.

Elder Kaio-Shin's comment doesn't necessarily imply a rival-boost.

Goten and Trunks just perfected the fusion-dance in the RoSaT, that's why it was much greater.

What do you mean perfected? They were already proficient enough to perform the steps post those two funny failures. Anyway, if Goten and Trunks didn't increase their power that much while only base Gotenks elevated their hopes against someone stated to be too for for their pre RoSaT selves, the multiplier has gotten bigger.

He stated that "Besides, they are rivals. That's definitely the strongest", or something to that effect.
