So here is how I'd summarize. Fusion is an exponential formula that is based off of the fuser's top power. Whether they use a transformation or not to attain such power is largely irrelevant.

Transformation bonuses are done top down, in a backwards way, keeping the same boosts, despite the exponential factor.
