That was a mistake in the original manga. They fixed that in the Kanzenban version, IIRC.

It wasn't a mistake, it was a retcon.
Toriyama had to change the androids, because 19 and 20 looked stupid to his editor.

I think it was because 19 and 20 were originally supposed to be the main Villains.

Nah, Kanzenban didn't fix it. They did fix an irrelevantish issue though, where the date of the Cell Games couldn't have occurred on the date Cell said it would timeline wise due to his 10 day statement and the time it took for :troll2 to recover

Oh yeah. Sorry got it wrong. That wasn't a mistake originally. That was how it was supposed to be, but I'm fairly sure in one of the later released manga version (can't remember the name, but released around 2003 or something), they fixed that and the Vegeta being close to 30,000 line.

...or so I thought.

The first print of the Kanzenban kept the original 20,000 line in volume 19, but the typo was fixed in all subsequent reprints iirc

Yeah, there was also a new version of the manga released in 2003 or something, right?!

With new covers and the complete image of the collection (if you put them together being different) and I think coloured version. I can't remember what that was called, though.

They were actually first released in late 2002. The final volume came out in 2004.

Then yeah that was that. I forgot, though.

Did they change the android thing there?

Nope. The anime let the manga get ahead with Gyarikku Jewnia so they knew beforehand that 19 and 20 weren't the future bots, though. So they omitted that statement.

How would the story play out if there wasn't a retcon? I mean if his editor didn't dislike the 19 and 20, so they'd be the real Androids... would they let the Z fighters alive like 17 and 18 did?

They'd pretty much have to. The original androids were supposed to kill everyone, and the story would end real quick if goku and co killed them right away.

Who knows if cell even existed in the narrative at this point.

Cell didn't. Toriyama's editors made him discard 17 and 18 for being "two kids" and shortened Semi's screentime later because he looked stupid

Well they were right on one thing, Semi-perfect cell does look stupid.

So yeah, maybe androids show up, defeat the z-fighters but not kill them because of the training, surpass SSJ blah blah blah

Why would Toriyama hear his editor anyway? lol, he should've said "the story is mine and I'll do as I please".

Editors hold a lot of power in the manga market. They could turn down an entire chapter or manuscript if they please.

How so? The owner of the stuff is the mangaka, the editors should not hold more power than the him, no?
