Which gap should be bigger?

I have both gaps as 93/97 vs 100

Jiren vs Belmond should be bigger. I don’t think anyone would say that Jiren “perhaps” surpasses Belmond.

I’d say Belmond is at least below 90% of Jiren.

That was his take based on the Ki he sensed from Suppressed Jiren. Before the tournament he says “there’s a mortal not even a god can defeat”, so he knows for a fact that Jiren is a solid > Belmond.

Characters can somehow realize or estimate the full depth of capabilities just by seeing them, Goku could tell that Vegeta has surpassed him upon seeing him once he arrived to Beerus' planet. In the statement it is said that Goku is at the limits of his limits while Jiren is far from full power.

Aside from that, Whis said by himself that he doesn't know much about other universes, so he has no way to tell about that mortal being Jiren and has to view Jiren's feat of pushing back the Genkidama to come to that conclussion.

Fair enough. I agree they were talking about Jiren’s full power there, specially because Jiren surpassing Vegetto and Zamasu so soon doesn’t make sense.

So it’s just like Majin Vegeta vs Kid Gohan. One side says Jiren > Belmond for sure (The rumor, probably started by Belmond himself who knows Jiren personally), the other says Jiren >= Belmond. I say 1.1x is alright.
