This chick is roughly as strong as Zoro. She stalled Kaido for a decent amount of time and she is a confirmed advanced Haoshoku user.

It just doesn’t make sense for Helmeppo who unlocked advanced Haoshoku at Hachinosu would be any weaker than them.

The forms of haki aren't fully correlated with overall fighting strength. Like Aisa (Skypeia) has strong Observation and child Ace had CoC.
ACoC is just being able to coat yourself in CoC, to give you extra power, allow you to negate DF powers and let you hurt someone like Kaido who is invulnerable to non-ACoC attacks. If your CoC isn't that strong, it won't make you that powerful. Or if your underlying base strength isn't that strong, it also won't make you that powerful.

You could have ACoC to hurt Kaido if you hit him, but still have no chance of beating him because his physical strength or speed is way too much, so you get KOed before even landing on him. It's like Luffy being the only one who can hurt Enel - if it was Luffy was chapter 1 he could still hurt Enel, but is still way weaker than Skypeia Zoro.

Helmeppo’s CoC here destroyed Aokiji’s ice attack that was meant to finish off the likes of Old Garp. It’s been dozens of chapters since then.
