No. those lasers were not at full power, only intended to wreck a city to get rid of bystanders. Gero later shot far faster ones at Piccolo that Tenshinhan had no hope of dodging:

I think 20 was not intentionally trying to hit them but wanted to hit the city to eliminate bystanders. He was going to fire straight ahead regardless. Goku and Tenshinhan were simply near the eye beams' path.

You’re right Kenshi. Tenshinhan stated himself the eye lasers Gero shot at Piccolo were fast, implying they were faster than the ones he shot at Goku and Tenshinhan.
