Why would that warrant having the Ginyu Force that high? The last time Freeza saw Base Goku he was only at three million and yet he one-shotted all four of them together. True Freeza's shocked reaction means they got much stronger but only to the point where Freeza expected them to give dificulity to a Namek Base Goku.

It also looked like Goku was semi Super-Saiyan or whatever that was. By the looks of it, it seemed that Goku was supposed to show his full-power against the Ginyu-Force, or else how could Paikuhan know how strong Goku was before?

That too. Just a few things that kind-of imply the Ginyu-Force got Toei-haxxed. Even them being anywhere near post-Zenkai Goku in base is ridiculous.
