It is tough to say though, Toriyama has two of his characters specifically say 60,000. Could be a skills thing. Tough issue to decide. And yea if anyone has an advantage I feel Ginyu would have it.

Ginyu says he estimates his true power to be 60,000 and then after they fight Jeice says that if Goku is really 60,000 the Captain is much stronger. Why mention it twice?

I see. I'm usually iffy on statements like Ginyu's referring to skill, though. If anything I'd just take it to mean that Goku's still in the ballpark of 60k even if he's stronger. I wouldn't take Jeice's judgement too seriously, he says "even if Goku is 60,000" while Ginyu has already come to terms with that fact and is looking further ahead.

He doesn't have to be, but he seems more calm during the exchanges.

There was one exchange and it was kickstarted by Ginyu hitting Goku when he was looking away. I could see Goku being lower but eh.

I do think 70k over the expected 60k's a bit much though. That's like Hideous Zarbon over Vegeta or something? Not that I want to nitpick it too much.

So if Ginyu is 70k at that point, what does he power up to later? What about Goku?

That's fine, Vegeta does estimate Ginyu and Goku to be practically the same, so they can be equals.

Then Goku busts out the Kaioken for the end of the episode. There are a few more comments spread out regarding Goku's speed, but I didn't feel they were vital to this debate.

Hmm. The "enjoyable fight" part seems to be taken differently in each version.
