I mean when Ginyu was in Bulma's body and became interested in Piccolo's body.

How would the story have developed?

Gohan would be able to handle the weakened Ginyu and beat him into a point where he wanted to Body Change. This would all be part of the plan, with Kuririn prompting Piccolo in Bulma's body to get in front and return to normal. With Piccolo holding Bulma's body in place, the three would threaten Ginyu with either switching back with Bulma or death, thus returning things to normal.

The main difference, however, would come from the damage to Piccolo. Even though not seriously damaged by Gohan, it would affect his condition after being shot by Freeza. In this scenario, Piccolo dies just before everyone is transported back to Earth. The Freeza Arc goes more or less the same as in canon, as does Trunks' future. When it comes to the altered, "main" timeline, however, things start taking major changes after Trunks leaves. Without Piccolo there to fact-check Goku's words, the group wouldn't get all the information and would only know the time, date and that it was near South City. This wouldn't be a major change though as it'd only make the group a few seconds slower in tracking down #19 and #20. Things take a major change when it comes to Gero stealing energy, though, with his target being Gohan instead. In this scenario, Kuririn shows up to save him with Vegeta following quickly. Gero is given no option of retreat and is killed by Vegeta.
With nobody to know of him or the lab, Cell has an easy time breaking in and absorbing #17 and #18. He then eradicates the Z-Warriors and the rest of humanity, though decides to leave Earth intact until his present self has matured in the hopes of him using Trunks' working time machine to gain his perfect form and then travel back to the present so he may still have someone to prove a potential challenge. Until then, he'd venture out into space. With him not absorbing any humans prior to gaining his perfect form, however, he'd be vastly weaker; let's say on par with the level he fought Goku at. When eventually finding Dabura, he'd be defeated by the combination of Dabura's magic and spit before becoming mind controlled by Babidi.

Like Vegeta, Cell's pride would have him break free of control, though he'd keep up an act in order to use Babidi's plans as an opportunity to fight strong opponents, perhaps even Boo. With the limited amount of planets with sentient life and Cell there to offer different options to their journey, the group would eventually find Broly's planet, with them killing Paragus and causing Broly to go into a rampage that would kill them all. With nobody to snap him out of his rage, Broly would end up rampaging and destroying most of universe 7 (including killing the imprisoned Moro) until Beerus woke up, who would defeat Broly and take him on as a successor candidate.
Meanwhile, the present Cell would eventually emerge and head back in time upon finding out earth was a lifeless planet. The cycle would then repeat in an infinite loop in the timeline he went to.
