Baby is literally just a better Cell so far tbh.

I'd say that's questionable. On paper he is due to his ties to the main cast being a fair bit deeper than Cell's as well as him in some ways being an inverse of Freeza's ties to the Saiyans. However, all that moral conflict is squandered through him achieving his plans by just mind controlling people to be his slaves, removing what potential he had as a sympathetic villain, not to mention the potential SS4 had not only as physical counter to him but as a philosophical counter to his ideals not living up to what it could've been.

Baby could have been an even better villain if he had misplaced benevolence or simply wanted to resurrect his race and exterminate the Saiyans. It just seems like they made up a character design and a plot and not so subtlety recycled Hatchiyak.

That's correct, but personally I'm looking at him through the lens of a Dragon Ball antagonist (who are IMO all pretty basic and hardly fleshed out at all.) But I think that Baby basis as a character and his role in the plot is similar to Cell, while being vastly improved. The Baby arc essentially streamlined all the useless androids of the android arc for a handful - The cell arc didn't and this resulted in Cell's convoluted backstory and motivations in order to succeed.

Baby had mystery behind him and carried over the disturbing nature of Cell - in that he took over successive bodies and also adsorbed their energy until he was strong enough to fight. Cell did the same thing - but he completely spoiled the entire mystery towards Piccolo early on. Baby reveals his true nature to Vegeta after about 10 episodes and at his seeming triumph.

Baby's ascent into becoming Baby Vegeta is also surprisingly well thought out, as we were shown the entire process of how he slowly worked his way up from random civilians to Goten and Gohan, then to Vegeta himself. In comparison Cell needed everyone to be handed a massive sized idiot ball in order to achieve his perfect form.

While Baby has great potential to be a sympathetic villain, I personally think that as he is - he's just a better attempt at the Cell archetype.
