Via-scaling from his True form, Freeza would stomp. However, considering how he wasn't made as much of a fuss about to the extent he ought to be much stronger than SS3 Gotenks or Ultimate Gohan, I'm inclined to believe the difference between his 1st and true form became far greater than what it was in the Namek Arc. Via scaling from feats and statements, Boo wins with mid-diff at best.

If I remember correctly Gohan said that if he kept training Piccolo wouldn't have had to die. Now obviously Ultimate Gohan is no where near Freeza's true power, but it at least implies he wouldn't be critically injured against First Form Freeza to the point where Piccolo had to sacrifice himself for him, and possibly give time for Goku and Vegeta to arrive before Freeza transforms. If First Form Freeza is in fact stronger than Ultimate Gohan, it wouldn't be by a significant amount. Gohan-Boo outta take this.

To be fair though, training gains in Super mean far more than just reattaining such power. Gohan managed to not only regain such power, but surpass it by a nigh-infinite amount in less than 2 days, so...:idk
