Why does he only have one strand of hair? I'm not arguing he was a SSJ2, but damn AT, add some variety to his hairstyles.

He was a Super Saiyan 2 in that scene.He made it a point not to transform at the Budokai, so why would he transform into a form he had complete control over?
Gohan transformed out of pure rage in that moment and rage is attributed to the power required to beat Dabra.

Idk I've never liked that fight because of this. Akira Toriyama has always made his Super Saiyan 2 forms look like what they're supposed to look like. But for whatever reason Gohan only looks like a Super Saiyan. This is an issue because Gohan grew weaker but was fighting on par with Dabura who Goku compared in power to Perfect Cell.

Why would Toriyama later draw Gohan with the correct SSJ2 aura two chapters later if he intended for both instances to be the same form, and why is Kibito acting like he's never sensed a ki like it in the lower world in that case? That's bullshit.

There'd also be no reason for others, like say Vegeta to comment on SSJ2 teen Gohan's power as though it was something unknown 'til now if he already showed his strongest form half an hour ago.

Yeah like Papasmurf said Gohan was SSJ1 when he transformed at the Budokai. It doesn't make sense otherwise.
