Gohan vs Piccolo (Pre-U6 Tournament)

I always thought Piccolo got some massive jump between RoF and the U6 Tournament, but it turns out Gohan was still stronger in the anime.

Gohan was still the superior option and if not for Gohan turning it down due to previous engagements, he would have fought in Piccolo's place.

The super anime's powerscaling is just wonky. Yes Gohan is meant to be stronger than Piccolo. Goku and the others are also bummed about losing Boo at the written test (its clear that test was made just to handicap U7 so they didn't steamroll U6 too early).

The main issue with the anime is Goku absorbing SSG in his base but I think it can be forgiven to mark that as a retcon and bring the saiyans lower forms down to more reasonable levels.

Either way the Base Saiyans > Ultimate Gohan based on Freeza’s power anyhow.

And this isn’t an anime exclusive issue, it’s the same with the manga.

Piccolo (U6) > Base Goku > Base Gohan ~ Piccolo (As leaving for U6 Tournament)

Piccolo does a million times power up during the 3 hour trip to U6.

1st Form Freeza bullied an extremely rusty Gohan who had to almost kill himself just to turn SSJ.

As for his transformations you can argue the multiplier for them was just nerfed. Frost after all got less than a SSJ boost from 3rd Form to final form.

Well the manga did make Boo low SSJB level for no reason at all, so saying Boo somehow is SSJG level doesn’t even feel that far fetched.
