It's all up to assumptions, but I'd say no. The Dragon Balls themselves can't possess the same strength as the Minus Energy that created the Evil Dragons, considering regular Shenron is obviously far weaker than any of the Evil Dragons, so they shouldn't provide Goku with the strength to do so. Interviews involving GT's staff also hint that Goku tanking Yi Xing Long's ki blasts was a result of becoming a different type of being and not from just raw power, so that can't scale to it. Moreover, Goku was implied to be leaving partly to train further, which would be somewhat unnecessary if he'd already surpassed everyone but the fusion of he and Vegeta.
