How things would have been. We're going with the Anime route, Vegeta got a Zenkai Power when he revived.

Vegeta leaves Earth and goes to take over Freeza's empire, where he is killed by King Cold, unless he transforms into SSJ. Meanwhile,
Androids rampage on Earth if Vegeta hasn't destroyed it.

Since you said anime route, Vegeta fights Gohan and kills him. He and Piccolo face off and regardless of how well Piccolo would do against him anime-wise, he's not winning. Vegeta pushes Piccolo to the brink of death and threatens to kill him and the other Namekians if he doesn't get his wish for immortality, promising to let them all go unharmed if they comply. This goes two routes.

1. The Namekians give in and make Vegeta immortal. In a good mood, he decides to honour the promise and leaves Earth alone. He continues conquering the Universe and eventually overthrows Cold. Meanwhile, the Namekians wish for Goku and the rest to be revived and relocate the Namekians somewhere else. Thinking up a way to stop Vegeta if he returns, the group come up with perfecting the Mafuba. Whether or not he returns before #17 and #18 show up, I believe they'd deal with the twins due to all the active fighters knowing the Mafuba and knowing his importance, Piccolo would make sure not to risk using it first, though Goku would still die to the heart virus. Vegeta would likely return some time before Babidi's arrival 7 years later and be sealed away. Dabura kills everyone afterwards.

2. The Namekians don't comply. Vegeta kills them all but leaves Piccolo alive and takes the Dragon Radar from Bulma before killing her. He then waits until the Dragon Balls are reactivated, keeping Piccolo as a hostage, and makes his wish before destroying Earth. He then kills Cold and takes over the Universe, continuously training so that he isn't fully relying on immortality. The main question is whether or not Vegeta could counter Babidi's mind control without his Boo Arc strength. If he can, he continues ruling the Universe until decades or centuries later when Beerus would awake and seal him away due to him being problematic (that is, if Dabura doesn't spit on him). If he can't, Babidi has a new #2 man.

How strong are you with Vegeta and Piccolo when they returned to Earth?

I tend to go with Vegeta being boosted up to his Mecha Freeza arrival self's level, seeing as how it would be dumb for him to attempt to attack a version of Freeza stronger than the one who killed him if he didn't at least surpass Base Goku, plus his ventures in space in the Garlic Jr. Arc left little time for training.
As for Piccolo, a little bit less than his Mecha Freeza arrival self. Perhaps in between Zenkai Vegeta and the version of Freeza who stomped him. While I think he'd be close enough to Vegeta for Vegeta to not bother fighting him, I doubt he'd necessarily be an equal since Vegeta had no real motivation to fight at the time beyond putting Gohan in his place.

Then you would have Vegeta (Post Revive) in the Anime at least as strong as Goku Base (Namek)? Sounds interesting.

And how strong do you have Piccolo in Manga?

No stronger than his post-fusion self if referring to around the time Namek exploded. I don't consider whatever increase in power taking in Gohan and Kuririn's Ki would provide to be temporary since if it was, this mechanic would be overused far more so than regular training.

And how strong are you Gohan (Enraged against Freezer 50%) and Gohan (Enraged against Vegeta after Namek exploded)?

It's hard to say how strong the former Gohan is, given we weren't told what percentage Freeza was using. Considering how quickly he returned to 100%, it's most likely he would be using more than 70% and thus, Enraged Gohan would be above 70% Freeza.

As for himself against Vegeta, his power surprised Vegeta and had him fighting evenly until Vegeta started getting fully serious. He'd be above Vegeta after Dende's healing, but likely below the version of Freeza who beat him.

And last question, Piccolo to receive the energies of Gohan and Krillin, it became equally strong in both the Manga and the Anime, but with the difference that the first only strengthened temporarily, while the second retained that power?

If so, the chain in the Manga would be: Piccolo ("Temporarily" with the energies of Gohan and Krillin) >> Vegeta (Zenkai Dende) >>>>>> Piccolo (Returning to Earth) = Piccolo (Just Merged with Neil)?

I'd personally have Manga Piccolo being a good deal weaker than Zenkai Vegeta. I don't see him as having gained such a significant amount of Ki from the two when neither Gohan nor Kuririn were heavily fatigued from doing so. I'd say him taking even 1/3 of their Ki unlikely, given how losing their Genki was enough to fatigue some humans heavily in the Boo Arc.

Anime-wise, it works as a decent explanation of Piccolo getting so strong though.

CC, I was thinking that maybe Gohan (Enraged against Frieza) should not be that strong. Gohan completely infuriated gave Freezer a surprise blows and then he threw a Bakuretsu Ranma. Even so, Frieza left unharmed. I see Gohan (Enraged against Freezer) as maximum 49x stronger than his Homologous in normal state, because if he had become stronger yet, why not better transformed into SSJ?

Also if Gohan (Enraged against Freezer) had overcome the power of Freezer 70%, this would not have reached a level like King Cold? When Freezer and King Cold arrived on Earth, Frieza was not worried about Gohan appearing, since the only one who was at his height was Goku SSJ.

Maybe Frieza was going to use his 100% against Gohan to be vastly superior, for the same reason that he used his 25-50% against Goku Base.

I was also thinking that Piccolo (Upon returning to Earth), was not necessarily Vegeta's rival. Maybe Piccolo knew that Vegeta was not so bad anymore and that is why he ordered Vegeta not to kill Gohan. Piccolo when it was very suppressed at the beginning of the Arc Android forced Vegeta SSJ not to interfere in its combat against Android # 20. Vegeta thought that Piccolo was very inferior to Frieza yet.

Anyway, I think Piccolo (Post Energies of Gohan and Krillin) in the Anime, I surpass Vegeta (Post Zenkai Dende), but I was still very inferior to Vegeta (Post Revive), but not to the level of being defeated by a single knock. If Vegeta left Piccolo badly wounded, Gohan would get even more angry and maybe kill Vegeta and he knew that could happen.
