He's not unsurpassable, but with no actual evidence that he was surpassed by the end of Z, then the status quo from the Boo arc should be assumed.
Called Tien a master? It doesn't refer his strength but his skills. :donovan

“I think it’s Goku.” The always pure strongest in the universe. Goku is #1 after all!" Either he's referring Boo arc or EoZ but it is safe to say that EOZ Goku is the strongest along with Vegeta.

It makes more sense that Frieza and Cell were at their full power during the fight. They did a massive power-up before the fight began, and soon resorted to desperate moves when Goku started clowning them. GT Frieza likely learned how to use 100% of his power without having to bulk up, just like his M15 and DBS counterparts did. Also, Cell says: "You'd better not think that you're the only one who has powered up" to Goku, and Frieza pretty much put up the same fight as Cell, so they are both more powerful than they were in Z. Frieza and Cell staying in Hell to fight Goku, and Rilldo going off to Earth to fight lower tiers implies that Frieza and Cell exceed Base Rilldo at the very least, who Goku stated is stronger than Buu.

His stamina got a lot better when he got his tail pulled out, though.

So base Goku was strong enough to face 50% Frieza & PerfectCell.
But Beers said that the Base Saiyajins never surpassed Freeza.

That completely makes no sense because that's saying power levels don't scale, & they do.

Like stating no Ultimate potential, no complete mastery of their abilities, no God Kai, will ever match Frieza's potential before SUPER & during DragonBall SUPER.

I figured that, i've pretty much placed DragonBall GT's scaling similar to the earlier DragonBall movies scaling, as in they scale to their own logic & not restricted to that of Akira Toriyama.

I think if Akira Toriyama handed the DragonBall Universe over to those that's worked with him there'd be huge increases in power scaling in the main series.
