Goku Black SSJR was Suppressed at the beginning of his fight against the Saiyans?

I remember Goku Black SSJR beating the SSJBs individually with relative ease, but then later in Chapter 61 Goku Black SSJR powers up and outstrips the trio easily, before Goku SSJB was enraged.

So Goku Black SSJR at first, was he just Suppressed?
