Goku Black will have been SSJ2 against Vegeta?

I started reading Chapter 19 of the Manga and Goku Black when he transforms into SSJ electric rays come out just like SSJ2.

Vegeta SSJ2 surpasses Goku Black in that form, then Vegeta, confident, asks Goku Black to transform into SSJB so that they can both fight with their maximum power.

That means that Vegeta SSJB was confident in defeating a hypothetical Goku Black SSJB, based on the fact that Vegeta SSJ2 was a little more powerful than Goku Black transformed. Which suggests that Vegeta is slightly more powerful than Goku Black in equal ways.

Also in Chapter 19 of the Manga, Future Trunks commented that Goku Black's SSJ form is much more powerful than before, suggesting:

Goku Black SSJ (Vs Vegeta) >>> Goku Black SSJ (Vs Future Trunks) > Goku Black Base (Vs Vegeta) > Goku Black Base (Future Trunks).

Could it be that Goku Black had SSJ2 against Vegeta?

So Goku / Vegeta Base (First trip to the future) >>>>> Goku SSJ3 (Start Arc Zamasu)?

Maybe, but why would he have standard Super Saiyan hair?

Black's forms don't have the same multiplier as Goku and Vegeta's, otherwise his base wouldn't be higher than SSJ3 tier and his other forms would be a lot more powerful.

Trunks was just talking about how Black used to need SSJ to defeat Trunks but grew powerful enough to win in base.

Black can't go SSJ2 and Toyotaro wouldn't purposely illustrate him with SSJ1 hair if he was conveying that he was using 2. It's just a visual indicator of his SSJ surpassing any known previously seen SSJ1 and thus being given lightning similar to Super Vegetto at the time of transformation. Toriyama's art calls Rose an SSJ of a slightly diff color than the regular one, and that Black has an SSJ form just like Goku and the others'.
