It shouldn't be something like:
Goku SSJB (Fill vs. Hit) >= Goku SSJB (Start ToP) = Goku SSJB (Peak Arc Zamasu)?
Goku SSJG (Start of ToP) > Hit (ToP) > Hit (Fill) > Goku (Peak Arc Zamasu) > Goku SSJB Kaioken x10 (U6)?Yeah it doesn’t make sense. He seems stronger than Hit as a SSJG when they fight Dyspo though. I think he trained a lot between episodes 72 and 75 and then slacked off because Vegeta had to take care of pregant Bulma and he couldn’t go to Beerus’ planet anymore. Keep in mind SSJB several months between the end of the Black Saga and the ToP.

I would say SSJG Goku (Start of ToP) >=< Hit (Start of ToP). Just compare their perfomances in episode 104:
Hit tries to use time skip, but Dyspo hears the muscle flex Hit does when he’s about to use it and attacks him every time. Hit can’t even see Dyspo, and Dyspo’s blows are hard enough to have Hit in serious pain and struggling to get up, but not even multiple blows KO him. Hit eventually just lets Dyspo attack him so he can improve, and he slowly gets up to Dyspo’s level and beyond.
Kunshi comes to help Dyspo, and SSJG Goku joins to help Hit. SSJG Goku also gets smacked around and forces Goku to use Blue in bursts to attack. Goku says he managed to transform because it’s easy to predict when Dyspo is going to attack him, though he needs Blue to react. SSJB is also suggested to be stronger than Improved Hit since the latter was careful of Kunshi’s threads while SSJB Goku goes right through them.
Hit later improves again to fight Jiren and seems to he near 1st UI Sign Goku, but is still weaker. I’d say the gap is similar to Goku vs Cell: A bit weaker and mostly on the defensive, but could still fight back a bit.
Several episodes later we have Dyspo vs Freeza. Freeza gets dragged around, but like Goku he says Dyspo’s movement are easy to predict and they fight evenly until Dyspo uses more speed
So in terms of feats:

Goku between the Filler and the Start of the ToP, hardly trained, even seems to have rusted and still be much stronger than an even more powerful version of Hit.

I have no problem with having Hit (Start of ToP) > Goku SSJB (Start of ToP), because Hit seemed to be messing with Dyspo and was suppressing speed from him, as Toppo mentioned.

But Dyspo isn’t SSJ2 Cabba level, is he? He’s tanking punches from Hit and Blue Goku. It’s possible Freeza just overdid it.
But I dunno. Dyspo’s speed is so weird. Sometimes Freeza can react him, sometimes he can’t. Their physical power seem to be comparable though.

No. Goku is a rival to Hit. Being able to match him with just God seems pretty absurd since Goku needed Blue to keep up with Dyspo.
