It seems that no one could answer. Apparently Goku and Piccolo (Weighted) are> = /> Goku and Piccolo (TB23) due to Goku's statement saying that Piccolo had trained very hard during those 5 years, after removing his heavy clothing.

In the meantime Goku and Piccolo (weighted) seem to be a little more powerful than Garlick Jr (Normal).

Garlick Jr immediately transformed into Super Garlick, the latter was beating Goku (weighted) + Piccolo (weighted) until these 2 last his heavy clothes off and outscored Super Garlick Jr.
