Based on? You're overanalyzing and going in circles of something which is not remotely implied.

He gets serious to deflect the blast. It wasn't that easy. Mean equals already means Freeza's own power would negate it, so I think it's enough. I could lower Vegeta's blast a bit, but I went by the Garlic Gun probably being 1.33x (To match Goku's KKx3) to get the blast multiplier.

To be fair, he also appeared to be serious when attacking Goku after the Kaioken x20, but that's far from the 50% exent of his power, because otherwise, Goku would be dead. I'm not completely disagreeing with your notion, but I think you are touching a gray area.

The fact that Goku has to increase his Kkx3 level to his Kkx4 while is not implied that Freeza needed to increase his effort just goes on to show that he is represented as a monster and still casual. Also, I don't think the Kamehameha Kaioken x3 Goku was an amplified blast, but it was a heavily nerfed one.
