Vegeta was definitely nowhere near Goku when he first arrived on Namek.

But think about what you're saying. Increasing that high after fighting just Jeice and Ginyu that weren't very intense and then a little nap. Vegeta would also have to have a power level over 60,000 because Ginyu stated that someone had to have a power level of 60,000 to beat a Ginyu Force member. And I thought Goku's power level was estimated at 90,000.
Tosh said:Goku received a massive Zenkai of 33x for no unexplainable reason (Okay, some people have come up with some pretty good theories, but still), so Vegeta improving 10 fold and realizing the full benefits of his new and improved Zenkai isn't entirely outlandish. Think of it as Zenkai that was gradually becoming more and more effective as time went out. This is even implied by Vegeta.
