#18 is probably at best equal to #17 at this point, who was stated to be almost as strong as Goku/Vegeta (likely referring to their PSSB forms), who Golden Freeza is likely equal to. ToP Freeza would have the power advantage against #17 though the stamina difference may give #17 the win. With Broly movie Freeza, however, he definitely ought to win when considering he could last far longer against Broly than either Vegeta or Goku could even when fighting together.

And don't you believe in the possibility that Android # 17 was strengthened in the Arc Moro, considering that it did not seem to be fodder compared to a Gohan even stronger than in the ToP?

There doesn't seem much to support it. His inclusion didn't really do much against Saganbo who Piccolo and Gohan were then shown to last against on their own until Goku arrived and his feat of slightly damaging Moro seems like an inconsistency more than anything when Gohan and Piccolo couldn't even scratch Saganbo.
