It makes sense, since Majuub most likely in 5 months has strengthened a good amount until Arc Super # 17. I have Majuub (Super # 17) on SBV2.

Everything indicates that Vegeta transforms into SSJ2 at the end of Arc Super # 17, therefore Vegeta SSJ (S17)> Majuub (S17).

Also, Goku SSJ (S17) was confident of defeating Super # 17, despite seeing him easily defeat Vegeta SSJ2 (S17).

Later, Goku Base rivals Si Xing Long Base. Goku states that Si Xing Long is much more powerful than the previous Dragons, including Wu Xing Long Giant Form and Qi Xing Long (with absorbed Pan), which means that Goku Base (Arc Si Xing Long) surpasses the first 4 Dragons.

I think the excess amount of Bruits waves are just required to make a tailless Saiyan an Oozaru/GO. If he went past his limit it'd have been stated, it was stated Galu reached his full power by sucking the other Saiyans' peen energy after all.

I checked the episode and Bulma does say the extra Blutz Waves are to compensate Vegeta’s lack of a tail.

Sounds like she’s just saying SSJ4 Goku isn’t 10x SBV2. Which makes sense since Goku wasn’t going all out on SBV2.

If SS4 Vegeta ended up close in power to SS4 Goku after surpassing his limits then it's possible the excess bruits waves from Bulma's machine do give an additional boost.
