Going to start with the Saiyan Saga of course-
Who are all the relevant characters and versions of them that need to be included?
What are the 'canon' power levels for characters in this saga?
Is there anything else relevant that I'd need to know that would effect everyone's PL?

Advice to you:

Besides the x10 Oozaru and x50 Super Saiyajin forms which are both canon, find out what multipliers work best for you. I have USSJ at a x2 boost which is pretty much the best placement. USSJ2 should be larger than that of course, with it possibly being equal to SSJ2's boost. SSJ3 should be even an even larger boost than SSJ2.

Avoid using ki blasts or techniques like Kaioken in the list, as they will only make things complicated.

Find a system of logic for gaps and percentages. I'm a maximalist, so 80%-90% to me is distant rivaling. If you're a minimalist, 90%-95% should be distant rivaling to you.

Don't include amps and tanking gaps. Leave that shit out or you'll run into headaches and inconsistencies eventually.
