I feel like the 2 bodyguards are below him. Zeno thought nothing of erasing them yet hasn’t shown the same level of disregard towards the Grand Priest from what I recall.

If the Daishinkan is the fifth strongest in the Multiverse, it means that there are only 4 stronger than him. Also so far there was neither Goku (DBGT), nor SBV2, nor Super # 17.

Goku: "Huh?! That's awesome!"
Whis: "Shh! You must not tell him that you wish to fight him, or anything else as impertinent. Let me just say that not even I can hold a candle to him."

So while he could be #2 theoretically, I'm not sure why Whis would even mention the top 5 if he was.
