Is he his ultimate self? All GT files mention is he didn't neglect his training, not
that he retained his mystic power up. I think it's obvious the creators viewed
Gohan's ultimate state as something temporary. It makes no sense for Gohan
to be able to go SSJ if he was already ultimate.

He didn't neglect his training and maintained his ultimate state.

Ultimate is not a form. Gohan had greater Base power than he did in Z, the difference is he had regained the potential that he surpassed by using Old Kaioshin's power up. This explains why he can turn Super Saiyan again, but he has lost no power.
