SS4 Goku - Most iconic form of Galu in the series.
Vegeta-Baby - Probably GT's most iconic villain and definitely its best one.
Yi Xing Long - Final villain.

And then a tie between Pan, SS4 Vegeta or SS4 Gogeta. Pan represents the next generation, Vegeta remained more relevant than the rest of the supporting cast and Gogeta was the strongest character in the series that is often the GOAT in any Pre-Super video game featuring him.

SS4 Goku, Vegeta-Baby (final form 2), Super Yi Xing Long, and probably SS4 Gogeta.

I would think SS4 Vegeta is a runner-up, but execs at Toei would probably think he's redundant since he's very similar to SS4 Goku but not the strongest in GT like SS4 Gogeta.
