Does she even do anything after knocking Rild on his ass? I remember as late as the Super 17 Arc she was afraid of fighting Rild and later doesn’t do anything that earns her a power up.

Her KHH was nearly strong enough to kill Liu Xing Long on her own, who was shown fighting to a stalemate with Base Goku. It ultimately took Goku's help to destroy her but Pan was nearly able to do it alone. She was also able to dodge attacks from Qi Xing Long, who was capable of taking a barrage of attacks from SSJ4 Goku.

Not to mention, absorbing Pan turned Qi Xing Long into powerhouse.

Well I guess she got a huge Zenkai or something after the Wu Xing Long fight. Not sure about what to make of the Liu Xing Long fight though; don’t those feats place Pan in SSJ4 Tier?

No. She is weaker than Base Goku (SD arc) by default. Goku was proud of how far she had come when she launched that KHH, but it's clear she was still inferior to him.

As SSJ2 said, Pan's Kamehameha was able to pressure Liu Xing Long before Galu finished the job and he even commended her power afterwards. Her power was also relevant enough she could boost Qi Xing Long to the level he could overpower a SS4 Goku lacking Shouki and Yuuki, so she should definitely be barely below Liu Xing Long after the Wu Xing Long fight.

Why is S17 Gohan far beyond Base Rild? Rild dominated him easily.

Wouldn't say it was easily. Rild only gained a solid advantage once he turned Gohan's arm into metal, though Base Gohan should indeed be somewhat below him.

Gohan was still too slow to avoid being hit by the metal. The whole sequence made Gohan look incredibly incompetent honestly, but it was clear he didn’t have what it took to take on Rild. I’m not sure why he never transformed during the fight.

[mention]SuperSaiyan2[/mention] worth pointing out we don’t see the rest of Mega Cannon Sigma escaping Hell, so I assumed they were still merged with Rild. The fight seemed pretty even to me with Gohan taking little damage from Rild’s blows, so putting them as equals makes sense to me.

I was going to bring up the whole theory about Rild's base being boosted due to having the Mega Cannon Sigma still in him, though I don't think there's really much to support it when it's never noted and more likely his Sigma form is still something he could access if necessary.

Maybe, I didn't consider that. I find it odd that he would absorb their power without maintaining their combined form, though. I'm not sure when the fight was shown to be even? Wasn't the fight about a split second long until Gohan's arm was turned into metal? Gohan was shown being smashed into a wall immediately and was quite disgruntled by it. He was then too slow to attack Rild while Rild was fast enough to launch his metal attack in that span.
