So? If it's not talking about GT, it doesn't matter. Vegetto could be on par with Super Saiyan 4, but...which form of Vegetto? Which Super Saiyan 4? A GT Super Saiyan 4, or a hypothetical one from Z?

What arc Goku was it? All we have to do is assume Goku never felt his own Vegetto power and it fits perfectly

Most of the people I've met said that it was at the end of Baby Arc.

I don't know too much about gt but isn't S17 arc SSJ Goku > Majoob > Baby arc SSJ3 arc Goku?

So S17 arc SSJ arc Goku ~ SSJ3 Vegetto?

Yeah it aired right before the villains escape Hell.

One argument is apparently that Goku's power kept rising in his lower states after he obtained SSJ4, eventually reaching the point where he would need to go SSJ4 for even the slightest power boost which is what he does for most of the Shadow dragons saga. So his SSJ was haxed in S17 compared to everybody else.

He gets stronger against the one star dragon guy, not sure if any power statements explicitly state he got stronger since Baby other than that one

It's a potential unlock the only way to get surpass it is to surpass that limit like he did against Syn Shenron.
