Yeah, Goku did say he needed to surpass Vegeta again after seeing him fight Moro. In fairness Vegeta had spirit fission which would explain the confidence.

To be fair, Vegeta never expected to beat Moro with his own power alone. That’s why he learned Spirit Fission. Surpassing Goku was just something that happened too.
