How strong do you think he is based on what we've seen?

Nowhere near Beeru.
Toppo is a God Of Destruction in training meaning he is only in the early stages like where Goku & Vegeta were when they first achieved SuperSaiyan God RED or Blue.

Another thing is I don't see skilled or experienced Gods Of Destruction like LordBeerus spamming the Hakai as much as Toppo is, especially against someone like GoldenFrieza or worse yet Android17.

I see only low levels Gods needing to use the Hakai so often as i think LordBeerus & others of the like would refrain from using it unless necessary.

I think it should be taken at face value as Toppo had Android17 on the ropes, became victim of GoldenFrieza's cheap shots which assisted Android17.
Got ticked off & went into his beginner God Of Destruction state.

As far as a measuring stick, i think it shows Vegeta & Goku are far behind when it comes to God status but might be closing the gap in power.

Where would you guys place Merged Zamasu compared to all those guys from ToP?

Back at that time, ppl thought Zamasu Gattai was stronger than Beerus given some comments made by Shin and Gowasu-sama, which implied the fusion between Black and Zamasu had been unmatched until Vegetto iirc.

Inferior to Toppo and obviously Jiren, but I think he'd still be stronger than Dyspo. However, he wouldn't be able to compete with Dyspo's hax speed mode.

We know, according to Kaioshit, that suppressed Jiren is flatout stronger than Merged Zamasu, who was at worst slightly weaker than SSB Vegetto.

We know from Goku's fight with Dyspo that as a Super Saiyan God, he's strong enough to withstand but not strong enough to stomp IIRC; he needed Blue for that. Gohan, #17, and Freeza were all strong enough to beat the shit out of Dyspo when he wasn't using his hax speed mode, so they're all fairly above SSG Goku from the start of the tournament. But somehow, that hax speed mode is enough to give Dsypo the advantage against much stronger opponents who could feasibly stomp him otherwise. It's hard for me to fathom Dyspo, in his normal state, being as strong as even a suppressed Jiren, so I'm going to doubt that's the case.

#17 ~ Ultimate Gohan ~ Golden Freeza ~ SSB Goku >>> SSG Goku >~ Dyspo

Jiren (vs Goku R1) > SSB Vegetto ~ Merged Zamasu > Dyspo

Goku currently is putting up a far better fight against Jiren with Kaio-Ken x20 than he did in round 1, as is BSSB Vegeta. I don't remember specifics about how suppressed Jiren is right now, so I'll just assume he's less suppressed than before.

Jiren (less suppressed) > SSBKK20 Goku ~ BSSB Vegeta > SSBKK20 Goku (round 1)

Judging from the NEP, Destroyer Toppo is around BSSB Vegeta's level, so likely above Genki-Dama level.

I still can't follow the logic of the power chain. Blue Goku and Vegeta were working this powered up Jiren even more than R1 Kaioken x20 Goku could, it doesn't make sense.

It does. Vegeta got his new power-up, and Goku got stronger by wasting his stamina and continuing to fight because retcons.

And we also have our answer as to how strong Destroyer Toppo is—not very. When Vegeta really put his mind to it and focused, he was punching through Toppo's Power of Destruction aura and beating him around like SSJ Goku vs 4th Form Freeza on Namek. So yeah, Destroyer Toppo is probably around 1st UI Goku at best, but he sure as fuck isn't beating out Kefla or 2nd UI Goku.

Goku getting stronger makes the least sense. Vegeta at least got a form to compensate...
