Maybe a dumb question but is Fisher Tiger supposed to be that strong lol? I would assume above Arlong I guess but I never thought of him as being particularly noteworthy.

There was a flash-back at death scene that showed him “taking-over” & saying he’ll be the protector now after presumably defeating every challenger (including Jinbe? The anime had it so any-way I think).

If he was that strong it would mean his crew was all bottom tier trash. It's definitely possible considering how much they all looked up to him. But still it would be odd to have one guy comparable to Shichibukai level while the rest were Arlong level or lower... Unless Arlong somehow got 100x weaker by East Blue.
