How did the Admirals all get powerful fruits? Do you think Garp was ever offered a fruit?

Were they:
1. Purposely given the fruits by the WG after becoming powerful
2. Purposely given the fruits by the WG to set them on a path to become powerful
3. By chance ate the fruits and then it led to them becoming powerful
4. By chance ate the fruits and then by chance became powerful too (since there are a few characters with powerful fruits who never became stronger than a pre-skip Supernova)
5. Became powerful and then by chance ate those fruits

And was Garp ever offered a fruit by the WG?

I don't know if there's anything suggesting the government gives them to strong marines who have high potential. I think there was a fan translation that might've implied that Fujitora only recently obtained his fruit, but the official version didn't have that quote.

Their fruits are all top tier, but they still had to develop incredible strength and haki on their own without it. I'd guess it could be any of 3-5. Maybe having an insane power inspired them to work on their strength/ability to be able to maximize it.

I can't see Garp being offered one. He was already rivalling Roger and Whitebeard without a fruit, I think at that level it barely makes a difference or else WB would be > Roger.
