How much progress do Goku and Vegeta have at the end of Arc Broly in the Manga?
Remember that a vignette appears where it says that after the fight against Broly, Goku and Vegeta became stronger than ever.
I don't think it means that both of them in PSSJB surpass UI Goku (ToP), but maybe it means that they surpass Vegeta SSJBE (ToP)?
I think at the very least, Goku/Vegeta PSSJB (Post Broly) surpassed Ultimate Gohan (ToP).
How much difference in power is there at the beginning of the Moro Arc, between the PSSJB over Ultimate Gohan?
