On Namek, there was a tremendous gap between his Third and Fourth Form.
Then in FnF, Frieza in his First Form was at least stronger than Gohan Ultimate, since Vegeta when returning with Goku to Earth, never scolded Gohan for stopping training, knowing that he had been defeated by Freezer First Form. Frieza going from his First to his Fourth Form, makes me think that the gap between his 3 First Forms did not change anything. For while his Fourth Form was many times more powerful than his Third Form. Then the gap between its Golden Form on its Fourth Form, is greater than the gap between the SSJB on the Base.
As for the ToP, it seems that Frieza in its Fourth Form, returns to use different% of its power (as in Namek). When he hits Goku Base, it seems that Frieza was using the same% of his power that he had used against Piccolo, Gohan and Krillin in Namek, the same one Vegeta thought he could defeat. Then he showed us that his 100% is even greater than Vegeta SSJ (ToP). Also its gap between its Golden Form and its Fourth Form, decreased considerably.
Regarding your 3 First Ways, I see 2 possibilities:
1.- The 3 First Forms of Freezer increased in the same way as their Fourth Form, between FnF and ToP.
2.- Just as the gap between your Golden Form and your Fourth Form diminished considerably, so may the gap between your Fourth Form and your First 3 forms have diminished. Perhaps the gap between his Fourth Form and his 3 First Forms, is the same gap that he had in Namek.
The second possibility is looking good, since Frieza's 4-month training was very hurried and had its faults, like that of the very little resistance of Golden Freezer. For more than 2 years meditating, Frieza became aware of his power and was much smarter. A if I have Freeza First Form (ToP) being completely superior to any DBZ and DBGT character.
