How powerful is Krillin in M13?

I have doubts since apparently some Movies follow the fillers and this Movie was made around the same time when Krillin and Yamcha were training in the Otherworld, but on the other hand, Krillin in this Movie is treated as someone nothing special, for the time being that Trunks, Goten and Videl have a minimum of relevance.

Will Krillin then be at his Arc Boo Manga level?

Kuririn didn't even show up in this film, so there's no basis for him beyond his Boo Arc filler self. It's not as if his absence in the film denotes an inferiority to Videl or the kids, considering Piccolo and Vegeta were absent from Movies 10 and 11 despite the anime nerfing Goten/Trunks severely and #18 clearly not being on the level of either of those.

Krillin appears in Capsule Corporation in Movie 13, only he doesn't go to combat.

There's no reason to believe he wouldn't be.

An important point to consider is that in the Movie, Goku Base must be superior to Krillin, due to the latter being surprised that Goku Base cannot open the music box. Same Krillin (M13) is still equal to Krillin (Otherworldly Filler), considering that Goku and Vegeta SSJ2 in M13 surpass Gohan Ultimate.

Also Gohan has a Base power and an Ultimate status in M13. Surely Gohan Base (M13) is just as powerful as Gohan Base (Post Sword Z).

Physical strength doesn't scale linearly with Ki, not to mention Base Goku would be vastly stronger than his manga canon self too when the film seems to still take into account the scaling from the climax of the Boo Arc's anime.

So Goku SSJ3 (M13) should be the same as Goku SSJ3 (Anime)? In that case it would be superior to Super Vegetto.

Last time he fought was in M11 and he was weaker than 18 who was weaker than the kids. Maybe he’s Base Saiyan level at most.
