How powerful is Piccolo (Potential Post Unlock)?

Or just the Base form of him is the Ultimate state of him?

Base Piccolo = Only a bit above Piccolo (Moro Saga), who I have between Good Boo and Pure Evil Boo.

Ultimate Piccolo = A bit below SSJB Goku (Granolah Saga)

Orange Piccolo = True UI Goku level.
