Isn't this the most haxed move ever? If hirudegarn and Janemba are comparable in power. It would make SSJ3 Goku's strength somewhere in between janemba and Gogeta SSJ.
And if hirudegarn and Buuhan are comparable in power it would scale upto making SSJ3 Goku in between Buuhan and SSJ Vegeto. Following that logic the dragon fist Goku used on Shenron in Gt is either around SSJ3+ Gogeta tier or SSJ3+ Vegeto Tier depending on where you would put hirudegarn.

Omega Shenron is 10x stronger than Syn at minimum. Dragonfist is enough to rip Omega's body but thanks to his regeneration he survived. That's a crazy amp attack.

It's weaker than the 10x Kamehameha going by Goku's word, though given it's role in the fights between Super #17 and Super Yi Xing Long, that clearly isn't the case. Based on the latter feat, it could easily be up to a 15x amp. I wouldn't place it that high for M13 Goku though, since there's no need to place him that high when he was shown to be at least comparable to Super Hildegarn.

This is pretty much it. Normally I would say x10 for GT but Super 17 definitely isn't 10x stronger than Base Goku, SSJ4 Goku and Omega Shenron I almost have them being that far apart and I do think that maybe would've killed him if he could regenerate. However in Z it's just as inconsistent as it is in GT. I put Hirudegarn on Gohan Buu's level and Goku really not that much stronger than he was during the Buu Arc so I would still have a 10x or greater difference between SSJ3 Goku and Gohan Buu. So the Ryu-Ken really is as strong as the plot requires it to be.

The 10x could still work. Didnt Goku predict "the other side" of 17 was giving hints and giving them an open space to blow in. I'd imagine if that's true it would strike his defense down, a lot.

That wouldn't be possible for Goku, considering even his SS2 form had better durability than Ultimate Gohan. Even if writing that off as an inconsistency, SS3 Goku still handled Hildegarn's punch in the same manner he did with Fat Boo's.

More likely it's the one that fought Pure Boo in the anime. That'd explain his ridiculous power up, considering SS3 Goku was still below Gotenks Boo during their filler fight.

I personally think the dragon fist from gt series is way more powerful than the one used against hirudegarn in m13
