For as long as the opposite is not proven, I would like to say that it is> = Goku SSJB (Final Arc Zamasu).

In that case she would be defeated by Vegeta SSJB (ToP) and Toppo (FP).

The simple answer is as strong as she needs to be as she's a gag character. Her best feat has been stalemating Post-FT Arc SSB Goku, so that's her bare minimum. It is implied Beerus' Hakai is enough to overcome even gag feats, so her limit is still somewhere below Beerus' level.

So Arale must be anywhere between Goku SSJB (Final Arc Zamasu) and UI Sing Goku.

I'd rather have her on the low end, unless in the future she proves something higher.
