How strong is Frieza First Form (M15)?

Piccolo says in that Movie that Freezer's First Form Ki is completely different.

  That will mean that Freezer First Form (M15) >>> Vegeta SSJ2 (Enraged)?

  It seems fine to me, but we must also think that Piccolo felt the power of Goku Base and SSJ (Post God) (Vs Beerus).

  How strong is Frieza First Form (M15)?

After looking at the scene again, it's most likely Piccolo was comparing Freeza to his Namek self. 1st form Freeza's power is a mystery beyond being far above the supporting fighters, so either he's equal to his Super self (most likely at least above Ultimate Gohan) or you can use scaling from his true form to come to your conclusions.

At least above the Z warriors sans Goku and Vegeta. He one-shotted Gohan with a gut punch, but that doesn't seem very telling.
