It's pretty debatable. It would make sense for him to have two states, since he can turn normal SSJ. The problem is though is that would make Black a complete joke to the Base God Saiyans which I find that to be unlikely.

The two bases thing makes absolutely no sense at all. Why would Vegeta turn SSJB to one-shot Cabba if he was using normal SSJ against all the fighters in the U6 tournament, rather than use his godly base? Exactly. It's people in denial trying to limit fighters like Piccolo, Cabba and Frost to absurd levels because they can't shake their biases.

The idea of Goku having two Bases makes no sense at all. He would have no reason to even transform to a Super Saiyan against Frost if he could waste him in Base. The simple explanation is Frost is stronger than Base Goku.

Super Saiyan God Blue is Super Saiyan channeling God tier power through it. It's not the same as actual Super Saiyan, hence why the two look completely different and have different types of Ki.

His Super Saiyan, Super Saiyan 2 and 3 forms are still completely unaltered and channel normal Ki, but his unique SSJG Blue transformation deviates from the established norm.
