How strong is the Golden Monkey state?

I'm not sure that Gold Oozaru = SSJ4. When SSJ4 Goku initially fought Baby it was became evident that he was holding back most of his power. Wouldn't somebody have noticed if his ki became far smaller than it was as a Gold Oozaru?

He didn't do a visible power up though before he tanked Baby's RDB and went on to fight GO Baby. He could just have been holding back his effort.

Golden Monkey Goku far surpassed SBV2, so much so that the latter decided to think about what to do against Golden Monkey Goku.

Instead SBV2 against Goku SSJ4 (Completely Suppressed) was confident that he could defeat him with the Mortal Ball of Grudge.

Fair point. I can go along with the idea given Boss Kaioshin kept stressing that Galu couldn't control his Gold Oozaru power and that was the difference between that and SSJ4. I guess villains in DB are unable to sense ki at critical times.
