I don't think he was really including Tao when he made that statement. Tao wasn't fighting remotely seriously against Blue and effortlessly killed him with his tongue so Black wouldn't have anyway of knowing how strong Tao was.

Black is delusional, but he is quite strong. He can one shot Blue.
