Even Gohan SSJ2's power is negligible compared to Majuub at the time, but apparently everyone was shocked to see how Gohan Base's Kamehameha did nothing to Super # 17, even though everyone witnessed the blows de Majuub did nothing to him.

It's likely that Majuub wasn't going all out at first, like the rest. When Vegeta and co. transformed, you can see Majuub powering up as well.
